Saskatchewan Teachers of English Language Arts

Constitution

1. The name of the Association shall be the Saskatchewan Teachers of English Language Arts (STELA).

 2. Objectives: The objectives of the Association shall be:

A. To improve the teaching of English Language Arts
B. To promote an exchange of ideas and information.
C. To furnish recommendations and advice to the STF Executive and its committees on matters affecting English Language Arts.

3. Membership: Those eligible for membership are:

  1. An STF member with a professional interest in English Language Arts. 

  2. A retired STF member with a professional interest in English Language Arts.

  3. A member of the Faculty of Education whose field of work is related to English Language Arts.

  4. An official of the Department of Education.

  5. A person directly and legally engaged in teaching in Saskatchewan whose field of work is related to English Language Arts.

  6. An organization with a special interest in English Language Arts.

4. Fees: Membership fees include subscriptions to all STELA publications. Membership fees also include affiliate membership in the Canadian Council of Teachers of English Language Arts (CCTELA). Any change in membership fees shall be established by resolution at the annual meeting of STELA.

5. Executive:

The Executive shall consist of a President, Past-President, Vice President, Secretary, Treasurer, Membership Chair, Newsletter Editor, On the Horizon Editor, CCTELA Liaison, NCTE Liaison, and representatives from the University of Regina and the University of Saskatchewan. In addition to the executive, there will be AD-Hoc committees to facilitate STELA programs.  All executive positions shall be two year terms. The President shall be nominated from among the existing Executive, and other representatives may be chosen at the annual general meeting. 

6. Quorum: A quorum shall consist of five executive members present at executive meetings.

7. Annual Meeting: The annual meeting shall be held at such time and place as may be approved by the Executive. (Normally the annual general meeting will take place during the annual conference.)

8. Liaison: Any representation which STELA wishes to make to any organization, person, government department or any agency outside the STF shall be conducted through the regular channels of the STF.

9. Annual Report: STELA shall submit to the STF Executive by June 30 of each year a report of its programs, activities, and audited accounts for the preceding year.

10. Amendments: After a two-month notice of motion to amend the constitution has been given to the membership, the Constitution may be amended by a two-thirds vote of the members present at the annual general meeting, subject to ratification by the Executive of the STF.

11. By-Laws: By-laws may be effected within the framework of the Constitution by a simple majority vote of the members present at the annual general meeting.
